Bills vs. Regulation
What is the difference?
Bills, or laws, are passed by federal or state legislatures, then signed by the executive. Regulations are written by government agencies to implement those laws. Before they're finalized, the public has the opportunity to weigh in.
That's why Quaker Action's advocacy happens on both fronts: pushing legislators to pass strong laws, and mobilizing members to comment, stay informed, and engage when agencies write the rules that put those laws into practice.
